Abstract
Odnosi s javnostima posljednjih pedesetak godina razvijaju se i stvaraju svoj utjecaj tako brzo da danas ne postoji organizacija, kako u privatnom tako i u javnom sektoru, koja nema formirane odjele za odnose s javnostima. Odnosi s javnostima su posebna funkcija upravljanja za koju je poželjno da je pozicionirana uz vodstvo organizacije kako bi bila upoznata sa svim događanjima, planovima i politikom organizacije za koju radi. Odnosi s javnostima uspostavljaju i održavaju komunikaciju i suradnju između organizacije i svih njezinih javnosti, oni nastoje dati sve informacije o organizaciji za koju rade. Njihova svakodnevna komunikacija i rad zahtijevaju poznavanje određenih znanja i vještina, a pri tome se koriste i različitim vrstama istraživanja te primjenjuju etičku komunikaciju. Stoga će se u ovom radu govoriti o važnosti i načinu funkcioniranja odnosa s javnostima u tijelu državne uprave, odnosno Ministarstvu zaštite okoliša i prirode te će se istaknuti važnosti tehnika i alata odnosa s javnostima u stvaranju i jačanju vidljivosti organizacije u javnosti. Odnosi s javnostima često se pogrešno izjednačuju s odnosima s medijima koji predstavljaju njihov najvidljiviji dio, koji je važan jer je danas veliki dio vijesti stvoren upravo na temelju građe koje pripremaju djelatnici za odnose s javnostima ili je nastao pod njihovim utjecajem. Djelatnici za odnose s javnostima analiziraju i prate medijske priloge kako bi bili informirani o vidljivosti u medijima, prikazu aktivnosti organizacije za koju rade te kako bi mogli pravodobno reagirati u slučaju potrebe za bilo kakvom intervencijom.

In the last fifty years Public Relations developed and produced its influence so rapidly that today there is no organization, both in the private and public sector, which does not have established departments for public relations. Public Relations are special management functions, which are preferably positioned with the leadership of the organization in order to be informed of the events, plans and policies of the organization for which they work. Public Relations establish and maintain communication and cooperation between the organization and all its public, they are trying to give all the information about the organization they working for. Their everyday communication and work require the knowledge of specific expertise and skills, in doing that they use all the different types of research, and apply ethical communication. Therefore, in this manuscript we will talk about the importance of functioning of public relations in government authority, ie the Ministry of Environmental and Nature Protection, and will highlight the importance of techniques and tools of public relations in creating and strengthening the visibility of the organization in public. Public Relations is often erroneously equated with media relations that represent their most visible part, which is important because today a large part of the news is created on the basis of material prepared by employees of public relations or created under their influence. Employees of Public Relations analyze and monitor media reports to stay informed about the visibility in the media, representation activities of the organization for which they work, as well as to be able to respond in a timely manner in the event of the need for any intervention.
